Grievance Redressal System at RKMV

Grievance Redressal System is a vital part of the college administration. A Grievance Redressal Committee has been set up in the college in order to ensure a secure, accountable and responsive environment for all the stakeholders of the institution and for the prevention of any kind of unfair practices . The committee looks into grievances of academic and non- academic nature The aggrieved person may freely submit the grievance to the management in writing or online. The committee looks into the complaint and tries to resolve it fairly and impartially, in a time bound manner. The committee adheres strictly to the management policy in resolving issues. The complaints may be related to discipline, administration, admissions, gender discrimination, ragging, scholarships, sexual harassment, examinations, results, infrastructure facilities, banking services, library, hostel and canteen facilities. The Redressal Committee may seek assistance of other committees in resolving these issues. The matters (if required) are resolved in a confidential manner. It remains the top most priority of the college administration to maintain a cordial and harmonious environment that is conducive to learning. The appellate authority for all matters of student grievance at the college level is the Principal, RKMV.

Gender Sensitization Committee & Woman Cell

This committee ensures justice in gender related issues through fair investigation. It raises awareness in the institution to promote gender equality. Its function is to create and encourage positive values in the college that support equality among genders.

Woman cell works towards empowering women by raising awareness among the staff and students regarding women related issues. It educates the stakeholders about the legal rights of women. It works tirelessly in promoting the spirit of gender equity in the institution. It also safeguards women against sexual harassment. It helps the afflicted person in filing a complaint and also finds a suitable solution to settle the problems of this nature.

Anti-Ragging Committee

The committee works rigorously to prevent and implement prohibition of ragging in the college by law and other regulations. It keeps regular monitoring and vigilance over ragging in any form and deals with such incidents strictly and promptly. It ensures strict action against those who indulge in any activity of this kind.

Hostel Management Committee

The committee has been constituted to investigate any kind of problems related to boarding, lodging and mess facilities in the hostels. The committee takes complaints in written or verbal format from the students and works towards their resolution in an unbiased manner. The committee holds regular meetings to discuss issues related to hostels. It also makes surprise visits to the hostels to ensure regular quality service to the students.

PTA (Parent Teacher Association)

The purpose of the formation of PTA is to assess the academic and non-academic performance of the students and to evaluate the activities held in the college. It addresses the concerns of the parents with regards to their wards and helps in promoting the welfare of the students. It acts as a bridge between the parents and the college management and fosters a healthy relationship between the students, teachers and parents. It also keeps a check on the proper utilization of funds for the students and makes suggestions for upgrading facilities provided by the college.

Discipline Committee

The college has constituted this committee to maintain discipline in the college and to create a safe and secure environment for the students. The committee ensures that the students obey all rules and maintain an orderly and peaceful conduct in the college. It may frame rules and regulations to maintain discipline and promote a tranquil and non- violent atmosphere in the institute. It remains vigilant to prevent any kind of confrontation, violent or otherwise, among student groups. It conducts fair and impartial inquiry on report of indisciplinary activities among students and can initiate model actions against unruly students. It is the responsibility of this committee to initiate steps to reduce any kind of confrontation among students in future.

Canteen Committee

The committee monitors at regular intervals the quality of services provided by the college canteen. It works towards monitoring and improving the quality and quantity of food provided, timing of the canteen, menu, regulation of the articles sold, cleanliness and food hygiene or any other matter related to the canteen. The committee invites suggestion and addresses the grievances of the students, teaching and non- teaching staff members. The committee supervises the maintenance and upkeep of the canteen facilities as per norms.

Library Committee

This committee acts as a channel of communication between the Library, staff and students of the college. It reviews and recommends policies for the Library which may prove beneficial for all stake holders. The committee assists in the assessment and promotion of Library facilities as per the needs of the college community.

Prevention of Caste Based Discrimination Committee

In accordance with the order issued by the University Grants Commission, New Delhi (UGC) and further forwarded by the Himachal Pradesh University via Letter No. 4-16/2012-HPU (Acad.) Dated 12th Oct. 2021 regarding Prevention of Caste Based Discrimination in Higher Education and to install an online system, to lodge complaints against the instances of Caste Based Discrimination. Keeping this in view an online portal has been developed for the use of Students/Teachers/Non-teaching staff of the college. In case of any discrimination the students/ teachers/non-teaching staff may register their complaint(s)/ grievances (regarding SC/ST/OBC discrimination and any kind of caste related issues /injustice) online as well as a ‘Complaint Register’ available in the Principal’s office. Further e-mail is also created to register complaints.

Caste Based Discrimination Complaint system provides a platform for the authorities to curb caste- based discrimination at the college and to maintain an environment of social equality at educational institution. This Committee will address and resolve all the issues pertaining to the caste based discrimination. The following are the members of the committee:

Grievance Redressal System (Academic)

RKMV ensures providing a secure and satisfactory academic redressal mechanism to its students. The mechanism is effective, robust and time bound and makes every effort to provide immediate relief to the students. The function of the cell is to look into the complaints lodged by students, judge its nature and provide immediate redressal. There are mainly two kinds of academic grievances- regarding Internal Assessment and External Assessment. The procedure followed in these two cases is as mentioned below. Internal Assessment: Issues related to discrepancies in the Internal Assessment of the students is forwarded to the cell. The students can forward their grievances in a written format to Sh. Dharmender Singh (LA- Geography) along with their grade cards. The status of their assessment is checked on the H.P. University examination portal by using the college ID. The nature of the complaint is identified and redressed accordingly. Discrepancies may occur due to technical errors, human oversight or in case the students fail to fulfill the eligibility conditions for scoring Internal Assessment. The students are then asked to approach the concerned subject teachers for verification of assessment which is then uploaded and matter resolved. The Internal Assessment of the students is reflected on the college website to ensure impartiality and transparency. A written record is duly maintained by the cell regarding the nature of complaint of an individual student and action taken thereof.

Editing of student details like change of name, date of birth, subjects, user ID etc. are also handled by this cell to ensure smoothness in declaration of result and other matters pertaining to it. External Assessment: The external assessment is the domain of H.P. University. The cell offers guidance to the students on how to approach issues related to external assessment. The students are provided with a link on the website for downloading the revaluation form.

The college has constituted a Students’ Complaint and Redressal Committee which looks into academic and non- academic problems of the students. It consists of the Principal (Chairperson) and eight senior faculty members of the college from all the academic streams. Regular meetings of this committee are convened to discuss and deliberate upon the problems of the students. All the subject teachers play an integral part in the working of this committee.

The main objective of this cell is to ascertain an approachable and responsible attitude among the staff in dealing with the problems of the students .
